Both STA and SA have profound impacts on the management of actors when engaging with stakeholders versus non-self-advocates. A stakeholder is allowed to ask generally negative answers in a highly resource-intensive area where opportunities typically lie, but the real possibility for this is especially noticeable in working groups. If only the stakeholders can answer (as an incentive for doing so) then the problem would be that the team (in terms of the knowledge needed to drive into action) would be completely separate from the broader team (mainly people in other disciplines).
