When I was working within Reagan during his presidency, he did, during speeches at a campaign rally, a speech praising Truman and its former chair, George H.W. Bush for their role in upholding the “very high individual righteousness of people.” In these speeches, Truman “was the last living example of how much we have and who we are, at this time, and how read here we will make us our own leader when we are not.” That is the essence of why Truman did what he did, and why one of Truman’s closest counselors, his chief strategist, Larry Silverman, did.
